EXPERIENCE

Lisa specializes in applied informatics for new models of care, value-based payment, data exchange, & interoperability system evaluation & design.

 

She consults nationally with state and federal government agencies, as well as state-designated and private health information networks.  Additionally, she advises projects for technology vendors and emerging applications related to health data and information exchange. Her research interests include the factors that influence consumer data sharing in distributed networks and the automation of consent preferences in healthcare.

HISTORY

​

Today she leads her own consultancy, Advocate Consulting, LLC, located in Twin Cities, Minnesota. Dr. Moon’s previous role was with the State of Minnesota as Director of e-Health Privacy, Security, and Health Information Exchange Oversight in the Department of Health Policy, where she had extensive experience with eHealth, Technology Vendors, and Medicaid accountable care organizations. Before joining the state government, Dr. Moon worked for a large national payer as a clinical and performance manager, integrating clinical care management programs and innovating population health strategies based on data analytics and predictive modeling.
